WHO ARE WE?
Kooperativa – Regional Platform for Culture was registered in August 2012 in Zagreb, as a non-governmental, non-party, and non-profit association of legal entities, that is, a regional network of organizations and national networks working in the field of independent culture and contemporary art in Southeast Europe (SEE). Jointly founded by 21 independent cultural organizations from Bosnia and Herzegovina, Montenegro, Croatia, Kosovo, North Macedonia, Serbia and Slovenia, the platform currently has 40 active members, active in all areas of contemporary cultural and artistic practices.
Kooperativa’s establishment and activities are the result of a long-lasting cooperation of independent culture organizations active in the SEE. Partners gathered around Kooperativa have already been closely cooperating since 2005, conducting together activities including: implementation of collaborative projects within the exchange and collaboration programmes; bringing together and networking between advocates of independent culture; providing information and educational activities. They have also been active in advocating for cultural policy measures that would systematically improve cultural cooperation both in the region and internationally as well as to enable its long-term sustainability. Ultimately, the main purpose of Kooperativa became advocating for a stable financial mechanism as a long-term and sustainable framework that supports the collaboration and development of independent cultural organizations in SEE, as well as establishing a dialogue with governments and other relevant stakeholders of the respective countries.
Today, Kooperativa still dedicates most of its work advocating towards the aforementioned goal. We also work on strengthening the capacities of independent culture organizations by transferring good practice and knowledge.
THE MAIN OBJECTIVES OF THE PLATFORM ARE:
~ to ensure the framework for a long-term and sustainable project cooperation and programme exchange between the advocates of independent culture in the region
~ to strengthen the capacities of organizations through the transfer of good practice and knowledge
~ to empower the actors contributing to the development of cultural and other policies that will introduce significant changes in cultural systems of the countries of the region
~ development of contemporary and new artistic practices, critical public discourse and innovative organizational models
STRATEGIC GOALS 2022-2024
Kooperativa’s goals within the next three years are to strengthen the platform’s profile as a key stakeholder for the development of regional policies and programs in culture. At the same time, the aim is to continue providing support for different forms of regional collaboration and exchange, and to pilot a new fund for program exchange.

~ Fostering programs of mutual support, knowledge exchange, collective actions and program cooperation between cultural organisations in the region

DOMAGOJ ŠAVOR (president) was born in 1984. Over 15 years of experience in producing independent cultural programs, coordinating platforms and networks in independent culture in Croatia. Since 2018, in the Clubture network, he has been coordinating the Clubture-HR program of exchange and collaboration, as well as activities that include monitoring of public policies in the field of culture and civil society, advocacy and networking with local, regional and EU networks in culture. He is a member of the Government Council for the Development of Civil Society in the field of culture (2020-2026), the Program Council of Pogon – Zagreb Center for Independent Culture and Youth, and is currently president of the Network of Social and Cultural Centers DKC-HR.
POLONA TORKAR (member) is the Head of the Expert Office and Vice-President of Društvo Asociacija, Slovenija, and has been working in the Slovenian independent cultural scene in various roles since 2006, including as Editor-in-Chief of Radio Študent, and as a project manager or part of production teams of various Slovenian NGO’s like Ljudmila, Art & Science Laboratory, developmental arts space osmo/za, KUD Channel Zero, Paraliterary Association I.D.I.O.T. and others.
LUKA KNEŽEVIĆ STRIKA (vice-president) is a photographer, visual artist and cultural worker. He contributes to various, mostly self-organized collective practices in the fields of art, spaces and activism. He founded or co-founded artistic collectives, artist-run spaces, programs and awards such as Belgrade raw, Jednostavno rečeno, Ostavinska, Commendation and Multimadeira. He served as a member and chairman of the Steering Committee of the Association Independent culture scene of Serbia. He is involved as an educator and facilitator in the projects of support of migrants run by Group 484. In 2013, he was a curator of the yearly program of the Artget gallery of the Cultural centre of Belgrade. His works were shown in galleries and museums in Serbia, Germany, Austria, Croatia, Sweden, Estonia and are part of the October Salon collection. His photographs were published in weekly magazines, books and other publications.
KATARINA PAVIĆ (member) is a cultural worker, activist, and a researcher. She started engaging with the independent cultural organisations in Croatia and wider post-Yugoslav space in 2005. Katarina worked as the overall coordinator of the Clubture Network – a collaborative platform bringing together independent cultural organisations in Croatia, in the period 2009-17. She was also a youth rights advocate, the member and the president of the board of Croatian Youth Network (MMH / CYN) 2008-13. During this period, Katarina was closely involved in the organisation of various activities during multiannual campaigns of the local Zagreb Right to the City movement, as well as other large-scale direct actions tackling public spaces and the commons in Croatia, initiated by the independent cultural actors. Katarina was also the first coordinator of Kooperativa in the period of its establishment as a regional platform (2012-2015) engaging in development of its programmatic and governance structure.
Katarina engages as an advocate and researcher on the intersection of civil society development, activism and cultural critique. She was twice elected as a member of the Council for Civil Society Development and the first ever representative of the independent cultural organisations. She participated as an expert in creation of different strategic and programmatic documents, including multiple national and local youth programmes, cultural strategies and other programmatic documents tackling civil society development. Nowadays, Katarina works as a researcher and collaborates with many different cultural organisations, in the region and elsewhere. She researches connections between independent cultural actors and vibrant democracies. She received an MA in Culture industry from Goldsmiths, University of London. Katarina will commence her doctoral research at Coventry University in autumn 2024.
NIKOLA PISAREV (member) graduated from the University of St. Cyril and Metodij Skopje, Institute of Art History and Archaeology, in 2015 MA in PR and Strategic Communications at High School for Public Relations and Journalism in Skopje. At the moment, he is the program director at Contemporary Art Center Skopje where he has worked since 1999 (before that he was working at State Institute for the Protection of Cultural Heritage). Since 1999 works on the improvement of cultural and social life of communities in Macedonia and western Balkans. Author of many projects that still have strong feedback in western Balkans like projects PhotoVoice, Mobile/Montage Gallery, Citizens activator, Rurual communities culture, (project awarded by SCP AND SDC with a special award for social impact), Urban Art Actions (one of widely recognized CSOs projects in the history of Macedonia). Founder of numerous civic initiatives among which are: I love GTC, Initiative for saving Radika River, Initiative Arsena for clean drinking water in Gevgleija, Parkobrans, and many other community initiatives. One of his biggest achievements is that he was the first to start using creative communication and actions in CSOs projects and successful solving different community problems. He is the author of many articles from fields of Art History, Urban environment and urbanism, social anthropology and civic activism.

AKCIJA Sarajevo is an independent cultural NGO founded in 1998. In the first five years of its existence, organization’s mission was focused on the development and promotion of independent and alternative youth culture, with organization of the concerts and international music festival FUTURA as its main activity. Later, the mission of the organization has been updated and it started to focus on non-production activities in the field of culture, meaning that we don’t primarily produce cultural content (music, festival, theatre, dance, etc.) but we start to function as so called “support intersectoral cultural organization”. Our aims changed towards improvement of the systemic conditions and context for the cultural production in Bosnia and Herzegovina trough research, education and advocacy. AKCIJA has started first series of debates, lectures, workshops and training sessions for the cultural operators in BiH in the field of cultural policy and cultural management with the aim to raise the capacities of the sector.
One of our most current projects is supported by USAID with the aim to increase the capacities of the organisation to become a leading civil society organisation in the field of culture in Bosnia and Herzegovina. AKCIJA is selected as partner in the field of culture among 12 other sectors. The project which starts from 1st October 2014 has aim to create the network of cultural operators in the country, to research and advocate the changes of the cultural policies, and to disseminate the information about the cultural field in Bosnia and Herzegovina.

Anibar has been a registered NGO in Kosovo since 2010. It is an organization of passionate activists that encourages young people to express their ideas and worldview through animation and to discuss important social subjects pertinent to the youth of Kosovo. Anibar’s mission is to commit itself to breaking civic apathy through cultural activism. Through its recently updated strategy, Anibar has adapted three areas/programs of activities which include civic education, culture development, and film production, with sub-program of development and management of passive public spaces to create institutional knowledge and good practices of governance.
Anibar has established a reputation as a responsible, innovative and inclusive organization locally, nationally and internationally. Since 2010, Anibar has completed 50+ projects and have successfully worked together with local and International partners. Anibar is particularly proud of the successful completion of 9 editions of the Anibar International Animation Festival, the only festival of its kind in Kosovo. It is one of the biggest cultural events in the country and continues to grow in the number of visitors, activities, and films from year to year. Other Anibar projects include the Anibar Animation Academy, “Animation of Activism” workshops, Film Club, the Junior Oscar program, Anibar on Tour, Art n’rrugë, Cine Bike, Barcamp Peja and the development of a youth volunteer program.

Asociacija, Association of Arts and Culture NGOs and Freelancers, a network that has been informally operating since 1992, is today professionally coordinated and joins 93 organizations and individuals.
Its objective is to advocate for the improvement of the working conditions and the systemic position of freelance artists and NGOs in art and culture and the individuals working for them.
Our main goal is to ensure equal working conditions as compared to those of public institutions as well as a general improvement of the position of art and culture in the state and society.
We stand for an up-to-date cultural politics promoting cultural and artistic diversity and providing conditions for equal access to various contents.
Asociacija is an interest group founded on the principles of democracy and solidarity.
Our common interest is to improve the overall position of contemporary artistic and urban cultural practices.
Internally, Asociacija functions as a forum for the exchange of opinions, which the Management Board encourages, coordinates and articulates.

Autostrada Biennale started in Prizren, Kosovo, in 2014, with its first edition opening in 2017. It was built on the need for more cultural exchange in the region and with the world. It was always imagined as a connecting point, a route on the map of the Western Balkans. As the only contemporary art institution in Prizren, Autostrada Biennale functions on two speeds: one is a physical exhibition that takes place every two years, the other is the new education, production and exhibition space in the former KFOR military base now ITP Prizren. With the latter, Autostrada Biennale extended the publicness of the platform by considering art production as a form of learning. Through education, onsite training, and an open exhibition-making production space, Autostrada Biennale aim is to develop new models of cultural creation that will encourage a young generation to think critically about art and to become part of the process of creating and installing art. The Autostrada Biennale’s public programs strive to facilitate learning spaces for younger generations by following the principle of inclusivity, making the program open to different communities.

The Center for the Empirical Cultural Studies of South-East Europe (CECS) is an independent research institute from Niš, Serbia. The CECS closely collaborates with over 40 researchers in the region of South-East Europe. Still, its core is made up of ten members, seven of which with a doctoral degree (five in the field of sociology, one in management in culture, one in art history). Clubture Network is a non-profit, inclusive, participatory network of organizations working on strengthening the independent cultural scene. The need to found the association Freedom Square arose from the existing political, cultural and social state of the citizens of the Republic of Macedonia and Skopje. The emergence of new forms of abuse of urbanism and architecture for the purpose of populist and nationalist policies, imposed a real necessity to work on raising very low civic awareness, as well as awareness of public space, spatial planning, public interest and the commons. Completely aware of the challenges our democracy, culture and our cities are facing, the Founders’ Assembly of the Association for activism, art and theory Freedom Square as a non-partisan, non-governmental and non-profit organization, has brought its Program.

Cultural Centre REX is a place for research, realization and promotion of contemporary cultural production. Cultural Centre Rex is dedicatedly providing support to socially engaged artistic practices and critical social dialogue.
Since 1994, Rex has (co)produced and (co)organized several hundreds of projects in socially engaged film, contemporary music, debate programmes, alternative theatre, visual arts, contemporary dance and performance, etc. Cultural centre Rex is the place for promotion of democratic social values and culture focused on actual social needs and agendas.
Through exploring and expanding the field of contemporary culture, REX is creating a “free zone” for discussion on current political and social processes – an open platform for dialog, exchange and collaboration. Thus, creative models of communication and exchange are developed, along with a place where culture and politics permanently interact and overlap. The shared objective of all the Rex Projects is to empower individuals, groups and initiatives to articulate and realize their ideas.
In the past 20 years, thousands of individuals of various professional profiles took part in implementation of these Projects. Since its inception, Cultural Centre Rex has nurtured its broadest audience and visitors that included more than 400,000 people. Most of the programs organized in Cultural Centre Rex are initiated and produced by the Fund B92 team. OKC Abrasevic originated from a need for an active and safe space which would offer citizens, and especially youth, the possibility for work and creative expression, cultural education, broad-minded social discussion, analysis and critque of contemporary BH and globalized society. Abrasevic grew (up) from the struggle of Mostar youth for a roof overhead, for a house whose foundation would be creative and intellectual freedom, egalitarianism, difference, social responsibility and solidarity.
Our aim is the pursuit of alternative visions and models of global and social organization. We will continue to search for alternative solutions to the existing political, economic and cultural realities which have often been opposed to people’s needs and aspirations, devastating human relationships and disrupting social cohesion.
Our exceptionally important mission we also consider as directly including support of actions which are connected with alternatives – by democratic solutions, by actions which change existentially unsustainable states of mind and fundamentally oppose ghettoization, nationalism, reactionary conservative ideas and radical fascist politics and racist conceptions.
Regional Lab: New Culture Spaces and Networks as drivers of an Innovative and Sustainable Bottom-up Development of Regional Collaboration
Coordinated by the Kooperativa platform, the Regional Lab: New Culture Spaces and Networks as drivers of an Innovative and Sustainable Bottom-up Development of Regional Collaboration project brings together networks and cultural centres from six countries of the ex-Yugoslav region:
Anibar (Kosovo), Društvo Asociacija (Slovenia), Jadro Association (North Macedonia), Operacija grad (Croatia), Asocijacija NKSS (Serbia) and OKC Abrašević (Bosnia and Herzegovina). Drawing on the innovative practices developed on the independent cultural scenes, our aim is to offer a framework and infrastructure for exchanging, strengthening and advocating new, democratic and participatory models of governance, as well as for region-wide activity and mutual support of independent cultural actors.
During a three-year period we will implement various activities, including discursive and educational programs, advocacy, and publishing:
~ MENTORSHIP – capacity building program for artists and cultural workers
~ TWINNING – capacity building program for organizations and cultural centers
~ EXCHANGE – circulation of art works and artistic productions within the region through program exchange between independent cultural centers
~ OHRID SUMMER SCHOOL – educational format that combines peer to peer workshops, lectures, presentations of experiences, debates, discussions and working groups with the topic of innovative participatory models of governance
~ SOURCE BOOKS – evidence based publications gathering and articulating knowledge on innovative bottom-up developments in the region of Southeast Europe (i.e. innovative models of organization, governance, and program collaborations)
~ ADVOCACY – a series of encounters, public events, and advocacy activities towards the policy makers in 8 countries of Southeast Europe aiming to provide support for artists and cultural operators on the local and national level who are facing difficulties within their local environments
Through this intensive collaboration we will attempt to offer a regional, solidary response to the crisis of not only our cultural sectors, but also the wider democratic processes in our societies.

“This sourcebook gathers and articulates 6 in-depth experiences from 6 countries: Slovenia, Croatia, Serbia, North Macedonia, Bosnia and Herzegovina, and Kosovo. Notwithstanding differences, all those countries share a common recent history which took place within the framework of former Yugoslavia. Among many other concepts, this framework encompassed common cultural policies, which included a strong sense of the importance of growing and maintaining cultural centres (so-called Houses of Culture) as a crucial source of socialisation and cultural development. After the dissolution of Yugoslavia, conservative trends in most of the succession states were reflected on the cultural policies of these states, erasing the symbols of the past system, along with either obliterating the “old cultural centres” or their utter neglect, thus slowly erasing the once vivid and important places of culture from the relevant cultural and social life of communities.
The new generations of cultural practitioners and people working in the communities in the region faced a severe obstacle of lack of space for their activities, including independent art productions. In contrast, these cultural “houses” that were once brimming with potential stood silently as a symbol of systemic neglect of culture. The new face of cultural infrastructure thus represented the widely accepted politics of pushing culture, especially independent culture, into the fringes while common spaces were privatised and sold to the highest bidder.
With this sourcebook, we attempted to provide an insight into the joint efforts of cultural practitioners across the region to find a solution to the problem pointing out how those often marginalised groups, were forced to be inventive in creating spaces of freedom where diverse values and esthetics could be exercised and practised. Not all of the struggles were successful. However, in line with the mission of this series of books we hope that all those experiences, successful and less successful ones, will resonate with the readers. We will hopefully inspire a continuation of the fight for a public cultural infrastructure that rests on the values of participative management, community engagement and inclusion.

About the program
Regional Cultural Action Laboratory – or Reg Lab – is Kooperativa’s program, envisioned to help and support independent cultural organizations and initiatives in Southeast Europe (SEE). The program is aimed at helping organizations and initiatives in crisis and emergency situations by supporting urgent reactions, campaigns and activist actions. The program also aims to empower independent cultural actors’ advocacy activities.
Reg Lab provides solidarity support to organizations and initiatives focused on building advocacy capacities of the independent cultural scene. Besides financial support, the program offers Kooperativa’s support and expertise.
How can the Program help independent cultural actors in the Region?
Reg Lab aims to help independent cultural actors in the Region with:
~ Emergency reactions to crisis situations that endanger the position of independent culture;
~ Planning, organizing and implementing advocacy activities (public appearances, meetings with decision makers, visibility actions, campaigns etc.);
~ Building and developing coalitions of cultural and other actors at the local and national level
~ Developing and implementing different partnership and networking models between independent cultural actors with the aim to strengthen advocacy activities;
~ Implementation of smaller-scale research works aimed at the development of advocacy activities;
~ Knowledge and experience exchange.
The Program Priority is to support the actors from underdeveloped independent cultural scenes, as well as to support emergency and ad hoc campaigns and activities directed towards strengthening local, regional, national and international networks.
What types of activities the Reg Lab supports?
Activities should be directed at strengthening independent cultural actors’ capacities for advocacy, developing cooperation between actors from complementary areas of work for the purposes of advocacy, implementing shorter research relating to the development of advocacy activities, as well as planning, organizing and implementing public advocacy activities in the countries in the region.
Organizations can apply for support in one or more stated fields of activity, having in mind the context and specific circumstances.
What types of activities the Reg Lab does not support?
Reg Lab does not support regular activities of the organisations nor is it designed as a matching fund for existing and ongoing programs as well as project activities. The program does not support individual organisations in their work, but rather open and inclusive practices involving numerous actors and advocacy efforts for the improvement of the position of the wider independent cultural scene.
The main purpose of the program is to support types of activities usually not supported by donors and to provide resources to tackle emergency situations.
How will our program help in establishing the cooperation?
Kooperativa has a limited fund for this Program, thus we kindly ask organizations in need of our help or support to fill out a short questionnaire form available here so that we can determine whether we can provide help or support.
Information from the questionnaire will be reviewed by our Managing Board which will make the final decision on the selection of supported activities. Each questionnaire will be reviewed separately and the organizations will be contacted within a month.
Once a cooperation within the Program is established, what’s next?
The program’s coordination team will, in close cooperation with each organization, discuss details related to goals, methods, and the steps necessary for launching new or improving existing advocacy processes.

About the program
The Twinning Programme involves two organisations from two different countries. It brings together two organisations from the field of art and culture to work closely for a period of time and create a space for mutual learning and engagement, enabling capacity-building and networking opportunities for the participants. Twinning organisations in the program can exchange staff, skills and expertise in areas such as management, programming, and production.
Organisations can apply for the program jointly. Alternatively, Kooperativa can offer matchmaking support for those organisations that can demonstrate the need for twinning but do not have a potential twin during the application phase. The organisations apply for their tailor-made program that responds to the actual needs for capacity building and/or program developments in their organisations. The program takes place in a format of mobility whereby the twins visit one another for a period of time, with the intention to further expand the cooperation in the future. The organisations should be working in matching fields in arts and culture. However, cross-sectoral cooperation will be supported when justified.
What types of formats will be supported?
The program can have different formats and compositions. A few examples of possible programs are:
~ STUDY VISITS — suitable in situations when the organisations intend to exchange knowledge and information about a specific program or topic with the intention to develop it further. The organisations should specify the topic in the application phase (i.e. education program, public relations, audience development, etc.). Such a format can be composed of meetings, interviews, observations, discussions, and similar. All this can be conducted with different stakeholders of the hosting organisation: for example, team members relevant to the topic, target group and beneficiaries, partners, and others.
~ HANDS-ON PRACTICE — suitable when the organisations need to exchange specific skills and practices relevant to their workplace in a certain department (i.e. stage technician, event coordination, etc. ). Such a format can be composed of practical work. During the mobility, the participant integrates with the team members and works together in their chosen field.
~ NEW INITIATIVES — facilitates the creation and development of new and joint undertakings of two organisations. These can be programs, projects, events, and similar. Such a format can be composed of workshops, brainstorming sessions, project writings, and similar practices.
If relevant, these formats can be combined. Organisations may propose other formats if they align with the Twinning Programme’s priority of capacity building. Whichever format is chosen, the program will enable both twins to develop new perspectives, and competencies or further develop their programs in their own organisations.
All formats are being conducted in mobility activities and comprise a visit of one twin to another. The visits can be reciprocal, but also only one side can do the residential stay, if needed. Applicants should identify their topic in the application stage, and, in the selection stage, will be invited to design an agenda of mobility.
Who can participate?
Organisations working in the field of arts and culture that are based in Albania, Bosnia and Herzegovina, Croatia, Kosovo, North Macedonia, Montenegro, Serbia, and Slovenia can apply. They can twin with another organisation that operates in these countries, as long as it is not an organisation from their home country. In exceptional cases, Kooperativa members may apply for a program involving an organisation operating outside the listed countries in Europe, provided that the justification includes strong regional impact. The list includes EU countries, acceding countries, candidate countries and potential candidates, European Neighbourhood Policy countries.
The proposal should be developed jointly by the twins and submitted by one of the partners (applicant organisation as referred to in the application form). If the program includes only a one-way visit, the submission should be done by the organisation that will do the mobility.
Timeline
The Twining Programs should be implemented between February 2025 and July 2025.
Budget
Budget items to be covered by the program are travel expenses, accommodation, per diems and material costs related to the Twinning Programme only if they are needed. The maximum of the financial budget to be covered by the project will be 2,000.00 EUR per one Twinning Programme. Applicants are requested to send an estimated budget, in a value-per-money principle, based on the reasonable expense of the city they are going to be hosted in.

ABOUT THE PROGRAM
The Mentorship Program focuses on a specific mentor-mentee relationship covering skills and expertise that many artists, cultural operators and program managers within our networks and platforms have acquired through years of practice. The program provides practical skill training that combines peer-to-peer exchange of experiences and skills with expertise.
The program specifically emphasizes knowledge and skills needed for successful implementation of transnational cultural programs, such as digital tools, program development, community engagement, technical production, innovative management models, advanced international programing, etc.
WHO CAN APPLY FOR THE MENTORSHIP PROGRAM – CRITERIA:
~ The applicant is an NGO and is formally seated in one of the following countries: Albania, Bosnia and Herzegovina, Croatia, Kosovo, Montenegro, Northern Macedonia, Serbia, Slovenia.
~ The applicant works in the field of independent culture, arts or in creative industries.
~ The applicant’s yearly budget in the year 2022 did not exceed 40.000 EUR.
~ The applicant does not have more than three employees at the time of applying.
~ The applicant has existed as a legal entity for more than two years.
THE PROGRAM COMPRISES OF:
~ Introductory live event and workshop gathering all the mentors and mentees participating in this cycle;
~ Interim online meeting with mentors and mentees to check on the progress;
~ 5-10 online meetings with the mentor;
~ Final gathering and evaluation of the program;
~ The mentorship programs will start in April 2023 and will end in October 2023 latest.
EXPENSES
All the expenses are covered by the project.
SELECTION PROCESS
The selection of the mentorship pairs will be done by the selection committee of the consortium. There will be 6 mentorship programs selected in this year’s call.
WHO WILL BE THE MENTOR?
Each organization/participant will be paired with one mentor from another country. This will be decided by the selection committee. The pool of mentors is available here.

ABOUT THE REG.LAB PROJECT
The Mentorship Program is part of the project Regional Lab: New Culture Spaces and Networks as drivers of an Innovative and Sustainable Bottom-up Development of Regional Collaboration, co-funded by the European Union, as part of the open call for proposals EACEA 39/2019 Cultural Cooperation Projects in the Western Balkans “Strengthening cultural cooperation with and competitiveness of cultural and creative industries in the Western Balkans”. PAST
Our Exchange and Cooperation pilot program, implemented in 2017, was oriented towards strengthening cultural cooperation of independent cultural organizations in the region. The participants were Kooperativa members and their partner organizations. All of the funded programs were implemented by at least three partners from different Southeast European countries, active in the fields of visual arts, contemporary dance, archival practices, audience development, research of working conditions of cultural workers, activism and public good, etc.
The pilot program was based on continuous cooperation through the organization of numerous innovative activities in different cities and towns in the region, as well as on common decision-making in the evaluation and selection processes.

PRESENT ⟶ FUTURE
Exchange and Artistic Circulation Program for Cultural Centres
The aim of the Exchange and Artistic Circulation Program is to enable circulation of artworks and artistic productions within the region by means of program exchange between independent cultural centres. It creates the framework for first-time program collaborations between the art centers Anibar (Peja), Magacin Cultural Centre (Belgrade), Youth Cultural Centre “Abrašević” (Mostar), Socio Cultural Space Center Jadro (Skopje) and Pogon – Zagreb Centre for Independent Culture and Youth (Zagreb), while also opening up the possibility for an intensified collaboration with other cultural centres from the European Union. Each cultural centre will develop at least 3 exchange programs of diverse formats, ranging from hosting artists and/or curators within residency programs, presentation of artists, artworks and productions from other countries, developing co-productions with at least one other country in the region or EU, presenting own productions in cultural centers in other European countries, organizing study-visits, workshops etc. All programs will focus also on audience engagement and participation ranging from specifically designed participatory art projects with the local community up to “peek into the artist workshop” meetings with the audience.
Who will benefit from the program?
1) Artists and curators from the region, who will get an opportunity to present their work and/or to collaborate with peers from the other countries; expand their professional networks; reach new audiences; and get introduced more closely with the independent cultural scenes in the other countries;
2) Staff involved in programming and management of the centers, who will create strong professional ties with each other;
3) Local audiences, who will be introduced with the artists and artworks from the other art scenes from the region and EU, as well as to participate in the program.
About the REG.LAB project
The Exchange Program is part of the project Regional Lab: New Culture Spaces and Networks as drivers of an Innovative and Sustainable Bottom-up Development of Regional Collaboration (REG.LAB) granted by Creative Europe: Sub-programme – Western Balkans Cooperation projects – 2020.

O programu
Regionalni akcijski kulturni laboratorij (Regional Cultural Action Laboratory) – Reg Lab – program je Kooperative, zamišljen u svrhu pružanja pomoći i podrške nezavisnim kulturnim organizacijama i inicijativama u Jugoistočnoj Europi. Program je usmjeren kao pomoć organizacijama i inicijativama u kriznim i izvanrednim situacijama, dajući potporu hitnim reakcijama, kampanjama i aktivističkim akcijama. Također, cilj mu je osnažiti zagovaračke aktivnosti nezavisnih kulturnih aktera.
Reg Lab pruža solidarnu podršku organizacijama i inicijativama usmjerenim na izgradnju zagovaračkih kapaciteta nezavisne kulturne scene. Osim financijske potpore, program nudi podršku i stručne kapacitete same platforme.
Na koji način Program može pomoći nezavisnim kulturnim dionicima u regiji?
Cilj je Reg Lab programa pomoći nezavisnim kulturnim dionicima u regiji pomoću:
~ hitnih reakcija na krizne situacije koje ugrožavaju položaj nezavisne kulture;
~ planiranja, organiziranja i provedbe zagovaračkih aktivnosti (javni nastupi, sastanci s donositeljima odluka, akcije vidljivosti, kampanje itd.);
~ izgradnje i razvoja koalicija između kulturnih i drugih aktera na lokalnoj i nacionalnoj razini
~ razvijanja i provedbe različitih modela partnerstava i umrežavanja između nezavisnih kulturnih dionika s ciljem jačanja zagovaračkih aktivnosti;
~ provedbi manjih istraživačkih radova usmjerenih na razvoj zagovaračkih aktivnosti;
~ razmjena znanja i iskustava.
Prioritet je programa podrška dionicima s nedovoljno razvijenih nezavisnih kulturnih scena, kao i podrška hitnim i ad hoc kampanjama i aktivnostima usmjerenim na jačanje lokalnih, regionalnih, nacionalnih i međunarodnih mreža.
Koje vrste aktivnosti podržava Reg Lab?
Aktivnosti bi trebale biti usmjerene na jačanje kapaciteta nezavisnih kulturnih dionika za zagovaranje, razvijanje suradnje između dionika iz komplementarnih područja rada u svrhu zagovaranja, provođenje kraćih istraživanja vezanih uz razvoj zagovaračkih aktivnosti, kao i planiranje, organiziranje i provođenje javnih zagovaračkih aktivnosti u zemljama regije.
Organizacije se mogu prijaviti za podršku u jednom ili više navedenih područja djelovanja, uzimajući u obzir kontekst i specifične okolnosti.
Koje vrste aktivnosti Reg Lab ne podržava?
Reg Lab ne podržava redovne aktivnosti organizacija niti je zamišljen kao nadopunjujući fond za postojeće i tekuće programe kao i projektne aktivnosti. Program ne podržava pojedinačne organizacije u njihovom radu, već otvorene i inkluzivne prakse koje uključuju veći broj dionika i zagovaračke napore za poboljšanje položaja šire nezavisne kulturne scene.
Glavni je cilj programa podržati one vrste aktivnosti koje donatori obično ne podržavaju te osigurati sredstva za rješavanje hitnih situacija.
Kako uspostavljamo suradnju?
Kooperativa ima ograničena godišnja sredstva za ovaj Program pa molimo organizacije kojima je potrebna naša pomoć ili podrška da ispune kratki upitnik kako bismo utvrdili možemo li pružiti pomoć ili podršku.
Informacije iz upitnika pregledat će naš Upravni odbor koji donosi konačnu odluku o odabiru aktivnosti koje ćemo podržati. Svaki upitnik pregledat će se zasebno, a organizacije će biti informirane o odabiru u roku od mjesec dana od prijave.
Što nakon potvrde o uspostavljenoj suradnji?
Koordinacijski tim programa će, u suradnji sa svakom organizacijom, raspraviti o detaljima vezanim uz ciljeve, metode i korake potrebne za pokretanje novih ili poboljšanje postojećih procesa zagovaranja.

O programu
Program Twinning uključuje aktivnosti između dviju organizacija iz različitih zemalja. Cilj mu je povezati dvije organizacije iz područja umjetnosti i kulture koje će blisko surađivati određeni vremenski period, stvarajući prostor za međusobno učenje i razmjenu, te omogućiti sudionicima prostor za jačanje kapaciteta i umrežavanje. Organizacije uključene u program mogu razmjenjivati osoblje, vještine i stručnost u područjima poput menadžmenta, razvoja programa i produkcije.
Organizacije se u načelu prijaviti za program zajednički. Alternativno, Kooperativa može ponuditi podršku u spajanju onim organizacijama koje mogu dokazati potrebu za partnerstvom, ali nemaju potencijalnog partnera tijekom faze prijave. Organizacije prijavljuju program prilagođen njihovim stvarnim potrebama za jačanjem kapaciteta i/ili razvojem programa u njihovim organizacijama. Program se odvija u obliku mobilnosti, pri čemu organizacije posjećuju jedne druge kroz određeni period, s namjerom daljnjeg proširenja suradnje u budućnosti. Organizacije bi trebale djelovati u odgovarajućim područjima umjetnosti i kulture. Međutim, kada je opravdano, bit će podržana i međusektorska suradnja.
Koje vrste formata podržavamo?
Program se može odvijati kroz različite formate. Evo nekoliko primjera mogućih programa:
~ STUDIJSKI POSJETI — pogodno kada organizacije namjeravaju razmijeniti znanje i informacije o određenom programu ili temi s ciljem daljnjeg razvoja. Organizacije bi trebale u precizirati temu u fazi prijave (npr. obrazovni program, odnosi s javnošću, razvoj publike itd.). Ovaj format može uključivati sastanke, intervjue, opažanja, rasprave i slično. Sve ovo može se provesti s različitim dionicima organizacije domaćina: članovima tima koji su relevantni za temu, ciljanim skupinama i korisnicima, partnerima i drugima.
~ PRAKTIČAN RAD — pogodan kada organizacijama treba razmjena specifičnih vještina i praksi relevantnih za njihov rad u određenom odjelu (npr. scenski tehničar, koordinacija događanja itd.). Ovaj format može uključivati praktični rad. Tijekom mobilnosti, sudionik se integrira s članovima tima i radi zajedno s njima u odabranom području.
~ NOVE INICIJATIVE — omogućuje stvaranje i razvoj novih i zajedničkih projekata dviju organizacija. To mogu biti programi, projekti, događanja i slično. Ovaj format može uključivati radionice, brainstorming sesije, pisanje projekata i slične prakse.
Ako je relevantno, ovi formati se mogu kombinirati. Organizacije također mogu predložiti druge formate ako su u skladu s prioritetom programa Twinning, jačanjem kapaciteta. Koji god format bio odabran, program mora omogućiti partnerima da razviju nove perspektive, kompetencije ili daljnji razvoj programa unutar vlastitih organizacija.
Svi formati provode se kroz aktivnosti mobilnosti i uključuju posjet jednog partnera drugome. Posjeti mogu biti uzajamni, ali može biti organiziran i boravak samo jedne strane, ako je potrebno. Prijavitelji bi trebali identificirati svoju temu u fazi prijave, a u fazi odabira bit će pozvani da osmisle plan mobilnosti.
Tko može sudjelovati?
Organizacije koje djeluju u području umjetnosti i kulture, a imaju sjedište u Albaniji, Bosni i Hercegovini, Hrvatskoj, Kosovu, Sjevernoj Makedoniji, Crnoj Gori, Srbiji i Sloveniji mogu se prijaviti. Organizacije program prijavljuju u partnerstvu s drugom organizacijom koja djeluje u ovim zemljama, pod uvjetom da nije iz njihove matične zemlje. U iznimnim slučajevima, članice Kooperative mogu prijaviti program u suradnji s organizacijom koja djeluje izvan navedenih zemalja u Europi, pod uvjetom da suradnju opravdaju snažnim regionalnim utjecajem. Potencijalne zemlje partneri izvan regije uključuju zemlje EU, zemlje u procesu pristupanja, zemlje kandidati i potencijalni kandidati, te zemlje iz Europske politike susjedstva.
Prijedlog bi trebali partneri trebali zajednički razviti, a podnosi ga jednog od partnera (podnositelja prijave kako je navedeno u obrascu prijave). Ako program uključuje samo jednosmjerni posjet, prijavu bi trebala podnijeti organizacija koja će obaviti mobilnost.
Vremenski okvir programa
Programi drugog ciklusa provode se između veljače 2025. i srpnja 2025.
Proračun
Program pokriva troškove putovanja, smještaja, dnevnice i troškove materijala povezane s Twinning programom, samo ako su potrebni. Maksimalni financijski proračun koji će projekt pokriti iznosi 2.000,00 EUR po jednom programu. Prijavitelji su pozvani da pošalju procjenu proračuna, prema principu vrijednosti za novac, temeljenoj na razumnoj cijeni grada u kojem će biti smješteni.

O PROGRAMU TWINNING
Program je podržan od strane ERSTE fondacije, Grada Zagreba i Zaklade Kultura Nova.
O PROGRAMU
Mentorski program usredotočen je na specifičan odnos mentora i mentija koji se temelji na vještinama i stručnostima koje su mnogi umjetnici, kulturni radnici i voditelji programa stekli kroz godine prakse unutar naših mreža i platformi. Program omogućuje praktično osposobljavanje i razvoj vještina kombiniranjem stručnosti i peer-to-peer razmjene iskustava i vještina.
Kroz program se posebno naglašavaju znanja i vještine potrebne za uspješnu provedbu transnacionalnih kulturnih programa, kao što su to digitalni alati, razvoj programa, angažman publike, tehnička produkcija, inovativni modeli upravljanja, napredno međunarodno osmišljavanje programa itd.
TKO SE MOŽE PRIJAVITI NA MENTORSKI PROGRAM – KRITERIJI:
~ Prijavitelj je nevladina organizacija sa službenim sjedištem u jednoj od sljedećih zemalja: Albanija, Bosna i Hercegovina, Hrvatska, Kosovo, Crna Gora, Sjeverna Makedonija, Srbija, Slovenija.
~ Prijavitelj djeluje u području nezavisne kulture, umjetnosti ili u kreativnim industrijama.
~ Godišnji proračun Prijavitelja za prethodnu godinu nije premašio 40.000 EUR.
~ Prijavitelj nema više od troje zaposlenih u trenutku prijave.
~ Prijavitelj postoji kao pravna osoba duže od dvije godine.
PROGRAM SE SASTOJI OD:
~ Uvodnog događaj uživo i radionice koja okuplja sve mentore i mentore koji sudjeluju u ovom ciklusu;
~ Povremenih online sastanaka s mentorima i mentorčadi radi provjere napretka;
~ 5-10 online sastanaka s mentorom;
~ Završnog susreta i evaluacije programa;
~ Mentorski programi počet će u travnju 2023. i završit će najkasnije u listopadu 2023.
TROŠKOVI
Svi troškovi pokriveni su projektom.
POSTUPAK ODABIRA
Selekcijski odbor konzorcija odabrat će mentorske parove. Na ovogodišnjem pozivu bit će odabrano 6 mentorskih programa.
TKO SU MENTORI?
Svaka organizacija/sudionik bit će uparen s jednim mentorom iz druge zemlje. O tome će odlučiti izborna komisija. Na raspolaganju je skupina mentora. Grupa mentora dostupna je ovdje.

O REG.LAB projektu
Mentorski program dio je projekta Regional Lab: New Culture Spaces and Networks as drivers of an Innovative and Sustainable Bottom-up Development of Regional Collaboration (REG.LAB) koji je podržala Kreativna Europa: potprogram – EACEA Projekti kulturne suradnje u zemljama Zapadnog Balkana, 39/2019 “Strengthening cultural, cooperation with and competitiveness of cultural and creative industries in the Western Balkans”. Poziv je u potpunosti financiran kroz program “Instrument pretpristupne pomoći” (IPA II).
Projekt proizlazi iz postojećih iskustava i suradnji te nastavlja razvijati regionalnu i europsku razmjenu, stvarajući dinamične programe umjetničke razmjene između kulturnih centara i proizvodeći znanja o novim participativnim modelima djelovanja temeljeno na dokazima. Projekt istovremeno radi na izgradnji kapaciteta i vještina umjetnika i kulturnih radnika za regionalno i međunarodno djelovanje te podiže vidljivost regionalne suradnje na lokalnoj i europskoj razini.

POVIJEST
Kooperativin pilot program razmjene i suradnje u regiji, proveden 2017. godine, bio je usmjeren na jačanje kulturne suradnje nezavisnih kulturnih organizacija u regiji. Sudionici su bili članovi Kooperative i njihove partnerske organizacije. Svaki program koji je financijski podržan provodilo je najmanje troje partnera iz različitih zemalja jugoistočne Europe, aktivnih na području vizualne umjetnosti, suvremenog plesa, arhivske prakse, razvoja publike, istraživanja uvjeta rada kulturnih djelatnika, aktivizma i javnih dobara itd.
Pilot program temeljio se na kontinuiranoj suradnji kroz organizaciju brojnih inovativnih aktivnosti u različitim gradovima i mjestima u regiji, kao i na zajedničkom odlučivanju u procesima evaluacije i selekcije.

SADAŠNJOST ⟶ BUDUĆNOST
Program razmjene i umjetničke cirkulacije za kulturne centre
Program razmjene i umjetničke cirkulacije usmjeren je na cirkulaciju umjetničkih djela i produkcija unutar regije kroz razmjenu programa između nezavisnih kulturnih centara. Program razmjenom između umjetničkog centra Anibar (Peć), Kulturnog centra Magacin (Beograd), Omladinskog kulturnog centra “Abrašević” (Mostar), Sociokulturnog prostora Centar Jadro (Skoplje) i Pogona – zagrebačkog centra za nezavisnu kulturu i mlade (Zagreb) stvara okvir za početak programske suradnje, istovremeno otvarajući mogućnost intenziviranja suradnje s drugim kulturnim centrima iz Europske unije. Svaki kulturni centar razvija najmanje 3 programa razmjene različitih formata, kao što su: gostovanja umjetnika i/ili kustosa u okviru rezidencijalnih programa, predstavljanja umjetnika, umjetničkih djela i produkcija iz drugih zemalja, razvoj koprodukcija s barem još jednom zemljom u regiji ili EU, predstavljanje vlastitih produkcija u kulturnim centrima u drugim europskim zemljama, organiziranje studijskih posjeta, radionica itd. Svi će se programi usmjeriti i na sudjelovanje publike te participativne modele (umjetničkog) djelovanja, od posebno osmišljenih participativnih umjetničkih projekata s lokalnom zajednicom do posjeta umjetničkim atelijerima kao model susreta s publikom.
Kome je namijenjen program?
1) Umjetnicima i kustosima iz regije koji će dobiti priliku predstaviti svoj rad i/ili surađivati sa suradnicima iz drugih zemalja; profesionalno se umrežiti; doći do nove publike; i pobliže se upoznati s nezavisnim kulturnim scenama u drugim zemljama;
2) Osoblju uključenom u programiranje i upravljanje centrima, a koje će uspostaviti snažne profesionalne veze;
3) Lokalnim zajednicama, kojima će se omogućiti prilika da upoznaju umjetnike i umjetnička djela drugih umjetničkih scena iz regije i EU, kao i sudjelovanje u programima.
